One of the few nonprofit Blue Cross and Blue Shield plans in the country, the organization generates over $10 billion in annual premium revenue and pays nearly $27 million in member claims daily. With approximately 3,500 employees, BCBS MN administers coverage across Medicare, Medicaid, commercial, and individual lines of business, serving members across every part of Minnesota.

The challenge

Blue Cross Blue Shield of Minnesota operates one of the most complex contact center environments in the health insurance industry. Agents field calls on Medicare enrollment, claims, billing, and benefits — legally sensitive, technically detailed, and emotionally charged for members navigating serious health situations.

The compounding challenge: BCBS MN could not assume any prior healthcare knowledge from new hires. Agents were entering training without a baseline understanding of how US healthcare works — let alone the specifics of Medicare, commercial coverage, or enrollment and billing processes.

Traditional training approaches weren't closing the gap between classroom and live call.

The team needed a fundamentally different approach: one that started with the learner, not the content, and built true readiness.

Rather than building training around compliance checkboxes or scripted responses, the program was engineered around what agents actually experience on a live call: navigating systems in real time, making judgment calls, and communicating complex information clearly to a member who may have no healthcare context at all.

Every scenario was designed assuming zero prior healthcare knowledge. The curriculum teaches agents how to find the right information, understand it, and communicate it to a member. That foundational design decision is what makes the program repeatable and transferable across any BCBS plan.

WHERE IT STARTED: MEDICARE

The program launched inside the Medicare Member Service Center — intentionally chosen because Medicare is the most legally complex line of business in the portfolio. If the training methodology could work here, it could work anywhere.

BCBS MN started with 20 agents. The results validated the approach. The program scaled to 500 agents and now covers every corner of member services: Medicare, claims, enrollment and billing, individual, agency, commercial — and Blu Ride, a Medicare-covered transportation benefit that requires its own specialized agent knowledge.

That breadth is a direct result of designing something that works — and having a strong internal champion who understood what was at stake and invested accordingly.

The program at scale

BCBS MN's implementation with Zenarate has grown into a comprehensive learning infrastructure, making it one of the most extensive Zenarate deployments in the portfolio.

35,583 practice sessions is not a number that happens by accident. It reflects a team that has internalized the value of practice — and a champion who built that culture intentionally. New hires go through 15 hours of training on Zenarate before their first live call, built around the actual systems and decision points they'll encounter.

The Zenarate training has helped to increase facilitator satisfaction by reducing the pressure on their time. All shared performance data flows through an API integration directly into Power BI, giving BCBS MN real-time visibility into agent readiness and program outcomes across the organization. There is no longer a question of whether or not an agent has completed required coursework.

The results

  • Average handle time dropped by more than 60 seconds per call — a direct result of agents entering live queues fully prepared.
  • First call resolution improved by 8%, reducing repeat member contacts and the downstream cost of unresolved issues.
  • 100% of new hires are certified as ready before handling their first live member call.
  • The program scaled from 20 agents to 500, with infrastructure in place to expand across any line of business or BCBS plan.
